Funding Update - 12/14/09
Recently both the House and the Senate approved an omnibus FY 2010 spending bill that includes funding amounts for a number of federal programs including those in the Departments of Labor, Health and Human Services and Education (Labor HHS) and the Department of Justice (DOJ). On December 11th, the U.S. House of Representatives voted to approve the omnibus FY 2010 spending package by a 221 to 202 vote. Yesterday, the Senate approved the spending bill by a 57 to 35 vote.
President Obama is expected to soon sign the measure into law. The full text of the spending bill can be found at: http://thomas.loc.gov/home/approp/app10.html.
Under the House- and Senate-approved FY 2010 omnibus spending bill, drug and alcohol prevention, treatment and research programming would receive the following funding amounts:
- The Substance Abuse Prevention and Treatment (SAPT) Block Grant would receive $1.7986 billions, a $20 million increase over FY 2009.
SAAS UPDATE - October 19, 2009
As you are undoubtedly aware, healthcare reform is the buzz word in every office, coffee shop and restaurant in DC these days. SAAS and our lobbying partner, Legal Action Center, remain on top of the constant changes as each version of the various legislation is discussed and redrafted. Some of our recent activities have included Congressional briefings, sign-on letters, and what seems like an infinite number of emails to be read and responded to. In the midst of all the flurry, I attended the National Quality Forum (NQF) Fall Membership and Policy Meeting. The National Quality Forum (NQF) is a nonprofit organization that aims to improve the quality of healthcare for all Americans through fulfillment of its three-part mission:
- Setting national priorities and goals for performance improvement;
- Endorsing national consensus standards for measuring and publicly reporting on performance; and

August, normally a quiet month due to legislative vacations and the typical end of summer slowdown, was anything but boring. Healthcare reform discussions and strategizing continued with our friends and partners in DC. SAAS successfully wrapped up our fourth annual conference for senior leaders in addiction services in Tucson with positive accolades from attendees and exhibitors. Dr. Thomas McLellan was sworn in as Deputy Director of the Office of National Drug Control Policy (ONDCP). Together with ONDCP Director Gil Kerlikowske, they have hit the ground running, seeking input for the President's 2010 National Drug Control Strategy. As I sat around the table with many of our partners in the field, there was a real sense that they were listening and were interested in what we had to say.

The staff at SAAS continue to stay busy as we prepare for our Annual National Conference and as we continue to take part in the healthcare reform discussions. We are very excited about our upcoming conference-it promises to be bigger and better than last year. I hope that you are going to join us in Tucson. We have brought together a great line up of presenters and this event always promises to provide attendees with the latest in the addiction healthcare field.
Additionally, the healthcare reform debate continues to rush forward at breakneck speed and we are analyzing revision after revision as the proposed reforms evolve. We are working hard to ensure that addiction services are included in all healthcare reform discussions.
SAAS UPDATE - May 19, 2009

I attended the meeting of the Substance Abuse and Mental Health Services Administration (SAMHSA) Advisory Committee for Women's Services (ACWS) this week. The primary responsibility of the SAMHSA Advisory Committee for Women's Services is to advise, consult with, and make recommendations to the Administrator of SAMHSA and the Associate Administrator for Women's Services concerning activities carried out by and through the Agency with respect to women's substance use and mental health disorders. The program for the day and a half meeting was excellent and the discussion among the Committee members was thoughtful and informative. Of most interest, I received a draft/preview copy of the new TIP: Substance Abuse Treatment: Addressing the Specific Needs of Women. I was very impressed with the depth of the research relating to adult women. It is not designed to be a primer on treatment and very deliberately does not repeat information that can be found in other TIPs. It has been approved and is "winding its way" though the SAMHSA process and should be released soon. The meeting also included comprehensive reports from the three centers: CSAT, CSAP, and CMHS on current programs and initiatives focused specifically on Women's issues.

Things continue to be very busy in DC and around the country. The budget and healthcare reform remain at the top of everyone's priority list. Our discussions with legislators focus on the need for additional funding in the system as well as the need to include addiction services in any discussion taking place around healthcare reform. I encourage each of you to communicate these messages to your Congressional delegation locally. Now is the time for increased advocacy efforts around the country. LAC is doing a great job keeping SAAS members informed of Federal legislative activity in DC. Now it is up to everyone in the field--SAAS members, staff, clients, families, and friends of the field, to carry the message locally. If you have questions or need assistance with your Federal advocacy efforts, please do not hesitate to contact me or the staff at LAC for assistance.
SAAS UPDATE - March 13, 2009

SAAS members gathered in Washington, DC, in February for the semi-annual public policy member meeting. We had great attendance from around the country with 23 states represented. The focus of the four-day meeting was public policy. The first item on the agenda for members when they arrived was meetings with their elected federal officials on Capitol Hill. The Legal Action Center staff did a great job preparing everyone for their visits to The Hill, debriefing the meetings each member had with their Congressional representative, and facilitating the discussion about how we can strengthen our collective policy advocacy at the National level. We had the largest number of Hill visits to date. We were able to meet with more than 60 House and Senate offices, covering 20 states. Now is a critical time to have such successful Hill visits as we work closely with the new Administration and members of Congress. We have a great team on the Hill, but it is what each of our members and each of their members do locally to build relationships with the Federal lawmakers that will make the most significant impact. Electronic copies of the policy materials LAC developed for Hill visits have been sent to SAAS members and will be posted to the "members only" section of the new SAAS website (www.saasnet.org). We hope these documents are helpful to your advocacy back home. John Daigle will assist with our ongoing outreach efforts as we work to strengthen our key contacts to targeted leaders of Congress to make our work even more effective.
SAAS UPDATE - February 6, 2009

Wow, it's already February! We have a new President, new Congress, the beginnings of a new administration, new budget headaches and new opportunities to provide the essential services that our communities need. SAAS is committed to helping our State Associations do the best job possible in supporting their members through rough waters. We will be compiling state budget information as part of our efforts to increase federal funding for prevention, treatment, and recovery services. We are also working closely with other partners in our field to be as proactive as possible in the health care reform process, as it is essential that behavioral healthcare benefits be included and access to those services be addressed.

It's been another busy week on the national scene. This week I had the opportunity
to participate in a meeting to review the questionnaire developed to gather required
data from States in compliance with the STOP Act. As you may know, the Sober Truth
on Preventing Underage Drinking (STOP) Act [http://www.govtrack.us/congress/bill.xpd?bill=h109-864](2006)
requires a report on each State's performance in enacting, enforcing, and creating
laws, regulations, and programs to prevent or reduce underage drinking. I will keep
you updated on the progress and timetable for the release of the questionnaire.
