Howard Shapiro, PhD, Executive Director

As its first Executive Director, Howard Shapiro has established State Associations of Addiction Services as the
national representative of state provider associations and community-based alcohol and drug abuse prevention and
treatment programs. Dr. Shapiro is responsible for the advocacy, education, management, member services and other
functions of SAAS. During his tenure, SAAS has grown from 27 state provider association members to 42 members. Dr.
Shapiro has extensive health policy experience as a senior manager of membership organizations, including the American
College of Physicians, where he was Vice President for Public Policy, and as a private consultant. He has promoted
expanded access to health care services through federal legislation, community-based volunteer efforts of physicians
and other clinicians, and state initiatives to extend coverage through Medicaid and the State Children's Health Insurance
Program. Before joining ACP, he did public policy work in health and human services in the Washington Office of the
Governor of New Jersey. Dr. Shapiro holds a Bachelor's degree from Hamilton College and a Ph.D. in political science
from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
Jim Scarborough, M.Div., Director of Research and Special Projects

Jim Scarborough began work with the State Associations of Addiction Services after working for 16 years with the SAAS
member association in North Carolina. As Director of Research and Special Projects, Mr. Scarborough is tasked with
developing the ongoing projects of SAAS under the direction of the Executive Director, especially in the area of work
force development. During his many years in North Carolina, he served on the staff of Governor Jim Hunt and, in addition
to his work with the state association there, he was the Executive Director of the North Carolina Substance Abuse
Professional Practice Board. He also served two terms as President of the International Certification & Reciprocity
Consortium/Alcohol and Other Drug Abuse (IC&RC). Mr. Scarborough holds an undergraduate degree from Gardner-Webb University
and a graduate degree from the Southeastern Baptist Theological Seminary both in North Carolina.
